Introduction

 

This subject covers, firstly, the analysis of administrative activity, thereby dealing with the main actions that are at the service of citizens; and secondly, public procurement, as one of the most common activities of the Administration.

Objectives

 

 

The objectives of the course are:

1. To understand the importance of the subject under discussion.

2. To understand in depth the classic external activities of the Administration and, particularly, the changes they are undergoing by virtue of the new relationship between State and Society.

3. To learn the general features of public procurement.

4. To give the student an interest in the subject, since, regardless of their professional specialisation, true knowledge is interdisciplinary.

Learning outcomes of the subject

 

 

1. Acquire a solid knowledge of administrative contracts, compulsory expropriation and risk management by the Administration.

2. Develop oral and written communication skills.

3. Develop habits of neatness and good presentation when submitting documents.

4. Develop the ability to draw up a work schedule to a fixed and preclusive deadline.

5. Develop the ability to write in legal language.

6. Learn how to identify and interpret the documentation commonly used in this field.

7. Learn how to accurately identify the regulatory, doctrinal and jurisprudential status of a legal problem regarding this matter.

8. Acquire the ability to apply knowledge about Administrative Law in practice.

9. Acquire the skills for autonomous learning.

Evaluation systems and criteria

     First examination sitting: 

The grade will be obtained from the final exam, which will be a face-to-face oral and will deal with two sections of the different topics of the programme chosen at random.

During the presentation or at the end of it, questions may be asked to check comprehension of the subject.

When one of the two questions has not been answered, or not fully, so and in the opinion of the teacher it is not gradable, it will lead to the automatic failure of the exam.

Once the final exam for the course has been passed, the grade will be raised by 1 point if the student has passed the partial exam with a grade of 6.

The partial exam will be oral and will be held on 3 November.

Participation in class will be assessed and contribute to the final grade, once the student has obtained the minimum level.

Inclusion on the honour roll will always be at the discretion of the teacher.

Absences from class will be counted as follows: for every 5 absences from class, 1 point will be subtracted from the final grade.

Students can make up for this negative attendance mark by correctly answering the oral questions posed in class each day.
