This course aims to familiarize the students with shelter and settlements from a humanitarian perspective with particular focus on early recovery and longer term needs. We will explore the problems, scope, and benefits of providing humanitarian shelter and settlements assistance with practical examples in different contexts and linkages with the Grand Bargain which prioritizes better support for local leadership and greater accountability to affected populations. Students will acquire theoretical and practical knowledge of humanitarian early recovery, risk reduction, and resilience-building approaches and Monitoring, Evaluation, Accountability and Learning (MEAL) practices in the humanitarian response system.

Objectives

  • Gain understanding of humanitarian early recovery, risk reduction, and resilience-building approaches

  • Apply concepts and techniques for linking shelter to long-term recovery and reconstruction

  • Understanding of the Grand Bargain and its impact on Shelter Programs and Humanitarian Operations

  • Understanding of how themes such as Gender, Inclusion and Protection apply in humanitarian Shelter programming

  • Learn how to develop and implement Monitoring, Evaluation and Accountability (MEAL) plans in humanitarian shelter settings

  • Understanding of the humanitarian program cycle in relation to shelter and settlements 

  • Understanding humanitarian program design principles

Learning outcomes of the subject

  1. Gain a nuanced understanding of early recovery, risk reduction, and resilience-building approaches in the humanitarian shelter and settlements sector and relevant vulnerabilities, themes and complexities

  2. Enhanced practical capabilities to undertake assessments and design and monitor humanitarian shelter and settlements projects 

  3. Deeper understanding of the humanitarian program cycle and coordination in relation to shelter and settlements
