Introduction

This is a Basic Learning subject (FB) of 6 ECTS credits which is taught in the first semester of the second year of the Bachelor’s Degree in Audiovisual Communication. This course aims to introduce students with an overview of the legal and political institutions, both at the global and European level, and state, regional and local levels.

Objectives

Understand and master basic concepts such as state, nation, sovereignty, constitution or rule of law.

Know the main international organisations and their basic operation.

Know and be aware of the different legal frameworks on which we depend: universal laws, European standards, Spanish standards, Catalan standards.

Understand the basic functioning of the main democratic systems of the world.

Understand the role of the different European institutions and the functions assigned to each one of them.

Know the legal and political framework of Catalonia as an Autonomous Community of Spain and within the framework of the European Union.

Identify the forms of the territorial division of power in Spain.

Know the role, regulation and functions of the legislative power in Spain and the characteristics of the bicameral system.

Know the functions of the state and regional government and its composition.

Know the competences, scope and functions of the main audiovisual regulation authorities in our territory.

Learning outcomes of the subject

Once the course is finished, students will have assimilated a complex vision of contemporary societies.

They will understand the legal, economic and institutional framework in which their professional work takes place.

They will delve into contemporary culture and thought and its influences on personal and collective dynamics.

They will facilitate relationships between people, groups, institutions and organisations.

Module 1. The State. Democracy. Election and representation

Module 2. Presidential and parliamentary systems.

Module 3. The world order and international organizations.  

Module 4. The European Union and community institutions.

Block II - The Spanish State - Wednesday 8h to 10h - Dr. J. I. del Cacho

Module 1. Introduction to the theory of the State: 1. The need for a political order. 2. Basic elements of the State. The Constitutional State. The Spanish case: the 1978 Constitution. 5. 5. The structure of the 1978 Constitution.

Module 2.  The Constitution and its guarantees: 1. The constitutional jurisdiction. 2. Constitutional reform. 3. The law of exception.

Module 3. The functions of the State: 1. The legislative function. 2. 2. The executive function. 3. The judicial function.

Module 4. Control between powers: 1. Political control. 2. 2. Legal control.

Module 5. The territorial organization of the State: 1. Introduction. 2. The political institutions of Catalonia.

Module 6. Freedom of expression and information: 1. Foundation and content. 2. Limits.

 


Teaching and learning activities

TRAINING ACTIVITY ECTS CREDITS
Coaching. Monitoring how students learn the content of the subject, either individually or in groups. In the coaching sessions, mistakes will be corrected, queries answered, and exercises and activities to achieve the established objectives will be suggested. 0.2
Focused Praxis. Handing in occasional exercises to learn theory through practice. 1.4
Lectures. In lectures, lecturers/professors not only transmit content or knowledge, but also, and above all else, attitudes, motivation, skills and values, etc. They also ensure that participants can express their opinions and arguments to the other students. 2.7
Meeting Point. Meetings will be organised with notable people from the professional and scientific fields or the international field, and students. These sessions will take the form of conferences, work sessions, discussions, or interviews, etc. 0.4
Peer learning. The aim of this activity is to ensure that students gain the ability to analyse and be critical. One way of achieving this is by correcting their peers' exercises and results, etc. Each student will be evaluated twice: as both a recipient and a transmitter of critical knowledge. 1.0
Mentoring programme. Ensuring a review of and in-depth look at competences and knowledge, as well as the development of habits involving social commitment and responsibility, with the strongest students providing guidance for students from lower years, particularly if they have any type of disability (physical, etc). 0.3

Evaluation systems and criteria

In person



** It is necessary to pass both blocks to pass the course. If one of the blocks is failed, it will be recovered in the second call.

Block I - 50 % of the grade

a) Exam - 70 % of the grade

  Practical exposition of the subject - 30 % of the grade

or b) 100 % of the exam

Block II - 50 % of the grade

Partial exam (liberatory) + practical exercises - 40 %.

Final exam - 60 %.


2nd call:

Blocks I and II: 100 % exam

In the 3rd and subsequent calls, the student must pass again both blocks of the course. 100 % final exam. In no case will the grade of either of the two blocks be kept from one course to another.
